In order to open a file that has been uploaded to Blackboard by your instructor, just click on the the file name. This will cause the web browser to ask whether you want to open the file, save the file, or save the file as something. You may select any of these options. Using the "Save As" option may be helpful if you wish to retain a copy of the file.
Please note that using the "Open" option may bring up a security prompt in Internet Explorer asking for your Blackboard username and password. You will want to cancel that window. That should allow the file to open.
