Sorry for the delayed response. We were closed for the winter holidays.

A block quotation (a quote more than 4 lines) is considered part of the same paragraph as the text before the quote. If you have another sentence or two after the block quote to sum up your paragraph, then you would not indent that first line because it is still the same paragraph.

If the block quote is the end of your paragraph and you are beginning a new one immediately after the quote, then you would indent.
