To view the ruler, you can click on the View Ruler icon at the top of the scroll bar on the right. You can see a screenshot of the icon below. You can also select the View page at the top of the page and put a check mark in the box next to Ruler. It is in the Show box in the Ribbon. 

To change the vertical alignment, go to thew Page Layout page. In the Page Setup box in the Ribbon, select the small arrow in the bottom right-hand corner of the box. This will pull up a dialog box. Select the Layout page. In the Page section in the middle of the box, use the drop-down menu to select where you want the text to be oriented vertically, Top, Center, Justified or Bottom.
