GSA does not provide a great deal of clarification for specific citation questions. However, they do provide an example for a website with no author on their style page, linked below.

At the bottom of the page, they have a box of different types of reference examples. Click on the link to website. Their example has a website with no author. Instead they list the organization (or business) that the website belongs to.

Their only other point of clarification is that in the case of missing information, provide what is available to assist the reader in locating the source.
