No, it is not possible to read a full eBook without an internet connection.  While you can download books to read outside of the EBSCO eBook collection, the .acsm file that is downloaded doesn't contain the full text of the book.  Trying to open the .acsm file on a computer without an internet connection will result in an error.

However, it is possible to read sections of eBooks on a computer without an internet connection.  To do this, first use a computer with an internet connection to find the eBook you want.  Open its full text.  Go to the chapter/section of the eBook you want, using the table of contents on the left.  Then select the Print option to the right and select the number of pages you want (you will be limited to the pages in that chapter/section of the book).  Then click Print PDF and, when it gives you the option to open or save, save it to your flash drive.  You can then transfer the PDF to other computers and read it even if the computer has no internet connection.
