On our list of Controversial Issues databases (link below), select the EBSCO Academic Search Complete.  Begin with the search words: commercial overfishing.  You probably should also search over fishing as as two words.

When you get to your results list, limit your search by Full Text and Scholarly Journals.

You can further limit your search by using the Subjects or Subject Thesaurus terms. 

Another search might use the name of a specific species of fish, e.g. tuna.  (search: commercial tuna  - or other similar terms) You may be able to find information on commercial fishing of that species that can provide background on current practices.
