Q. Will I have to come to the library to setup an EBSCO eBook account?

EBSCO eBooks can be accessed just like EBSCO articles and you do not need an account for that. You will need an account if you want to download an EBSCO eBook, but the free EBSCO account does not have to be set up while in the library.
