Each library determines how many items a patron can borrow on a monthly basis. Libraries pay per download from Hoopla, so it's typically a small number. COM has a 5 download per month limit with Hoopla.
Contact your local library for details about their agreement with Hoopla as well as other ways to access eBooks and audiobooks.
