I would do my search in EBSCO Academic Search Complete and in ProQuest Research Library.

When searching try typing in a few variations of "stop and frisk"  like: "stop and frisk racial profiling", "stop and frisk policy", "stop and frisk statistics", "stop and frisk law", or "stop and frisk and race", and review the search results for each.
