By default, Word is programmed to not print page background colors.  This can be changed in Word 2013 by going to File, Options, Display, and checking "Print background colors and images." 

Alternatively, you may draw in a rectangular shape or text box on your pages, set the shape/box to be behind the text, and then set a background color for the shape/box.
