I found some articles from a university which give a basic background on these systems. They are linked below.

For academic articles, go to our Databases LibGuide below. I selected the Database list tab and searched both EBSCO: Academic Search Complete and EBSCO eBooks. 

In Academic Search Complete, use the search phrase DE "PROPORTIONAL representation" OR DE "*PLURALITY voting". This searches both subjects. Once you have your result list, use the limiters on the left for full text, publication date, and Subject Thesaurus Terms.

In EBSCO eBooks search DE "Representative government and representation".

In WorldCat, search proportional representation. This actually pulls up items that discuss both systems.
