Doing a generic search in Google for home decorating ideas on a budget would produce a number of articles with guidance on this topic.  If you are specifically wanting to use the library academic databases, you would do a search in OneFile Home Improvement.  Click on advanced search and type in decorating in the first search line and budget on the second search line.  Click on search.  At the topic, you will see links for Magazines which has 91 relevant results and News which has 47 related results.  Click those links to access those articles.

You can do the same search, using the same procedure as above in Gale OneFile Popular Magazines.  A search for "home decorating" and budget provides 118 magazine articles to look through.

For books, you could do a search in OneSearch for "home decorating".  Under Source type, select Books.  This will give you two pages of books on home decorating topics, although, not specifically about budget decorating.  Most of these are eBooks that can be accessed online.
