Answer

Go to the Databases by Subject LibGuide, linked below. Once there, select the Hot Topics tab.

First, I searched Gale: Opposing Viewpoints for "Affordable Care Act" AND "health care costs" (you can copy and paste that whole phrase into the search bar.) I got several articles that discussed costs and funding.

Second, I searched CQ Researcher for "Affordable Care Act" AND funding. The first article seemed very informative, and had links to many related articles.

Last, I searched EBSO: Academic Search Complete for "Affordable Care Act" AND funding. I then limited to full text (you will see that option on the left). You can use the subject limiters on the left to further narrow the list, but I saw a few relevant articles on the first page.

I also found the Kaiser Family Foundation, which is a non-partisan group, and they have lots of info on the act. Their site is linked below as well.
