Yes you may obtain a Community Card:

Community Users
Community users are free to come in and use any resource in the library. If you'd like to check out books or access our online resources from home, you'll need to get a COM card at the gym. The card is available to residents of Dickinson, Hitchcock, LaMarque, Santa Fe and Texas City (these cities comprise COM's tax base).

Community Cards are $10.00 for each Fiscal Year.
